Presidente Electo 2018-2019 y 2017-2018

EXPERIENCE:

I served as a Peace Corps Volunteer in Guatemala from 1987 to 1989 and subsequently work at the National Democratic Institute for International Affairs (NDI).  I joined the OAS Unit for the Promotion of Democracy in 1993 and managed the Special Program of Support to Guatemala and the OAS Inter-American Forum on Political Parties.  From 2006 to 2011, I served as Chief of the Electoral Observation Section of the OAS Department for Electoral cooperation and Observation and from 2012 to 2025, I was the Coordinator of the OAS Civil Identity Program of the Americas and E-Government of the Department of Effective Public Management.  

 

PERSONAL STATEMENT:

I have served the staff committee on two separate occasions. The staff committee has made important achievements over the past few years, including prohibition on workplace harassment, a code of ethics and a policy on gender equality, diversity, and human rights. As President one of my priorities includes the effective, transparent, and equitable implementation of these polices.  Likewise, the staff committee urged the administration to complete the backlog of pending competitions to regularize the contractual status of many of our colleagues. These competitions are once again taking place, but at a slow pace. We will continue to work to expedite these competitions, some of which have been pending for years.  It is important for the Staff Committee to remain vigilant and ensure that the Administration follows through on its many obligations to ensure that the rights of our colleagues are respected.
