Information on
Continuing Contracts As many staff
members are aware, the list of those eligible to obtain a continuing
contract was recently published, effective as of January 31,
2014 While the
Staff Committee is grateful that the list has now been published, it
nonetheless wishes to reiterate its strong concern that the actual
competition process is still delayed. According to Staff Association
calculations, as of December, 2013, continuing contracts make up only
approximately 25% of the staff members funded by the Regular Budget,
considerably under the target percentage (40-50%) According to
Article 19 of the General Standards and Staff Rule 104.3, the list of
staff members that are eligible to enter into this form of contract should
be published twice a year. In addition, Staff Rule 104(3)(c)
provides in pertinent part, that “…the General Secretariat shall
“maintain the target percentage so that is does not fall below 40%...”
Since taking
office last year, the Staff Committee has repeatedly requested the
publication of the eligibility list and the launching of the corresponding
continuing contract competition process. In response to the most
recent memorandum sent to the Department of Human Resources (DHR) on
January 28, 2014, the DHR informed the Staff Committee that the list was
being prepared as provided for in Staff Rule 104.
Originally,
the list to be presented by the Department of Human Resources was to
include only those staff eligible as of October, 2013. At the
request of the Staff Association, however, the list was brought further
up-to-date and includes all those eligible as of January 31,
2014. The
opportunity to obtain a continuing contract is a right to which staff
members financed by the Regular Fund are entitled, and accordingly, the
Staff Committee respectfully calls upon the Administration to take the
necessary steps to open the continuing contract process without further
delay. Similarly, once this process has been opened, the Staff
Committee urges all eligible staff members to take advantage of the
opportunity to enter into a more secure form of contract with the
GS/OAS. ********************* Información sobre Contratos Continuos Como muchos funcionarios saben, la lista de aquellos elegibles
a entrar en contratos continuos fue publicada recientemente, y fue
actualizada hasta el 31 de enero de 2014. Si
bien el Comité del Personal está agradecido que la lista se haya
publicado; desea reiterar su profunda preocupación por el retraso que está
sufriendo actualmente el proceso de competencia de los contratos
continuos. Según los cálculos realizados por la Asociación del Personal, a
partir de diciembre de 2013, los contratos continuos representan
aproximadamente sólo el 25% del personal financiado por el Fondo Regular;
lo que se encuentra significativamente por debajo de la meta porcentual
(40-50%). De
acuerdo con el artículo 19 de la Reglamentación sobre Normas Generales y
Personal 104.3, la lista de los miembros del personal que son elegibles
para entrar en este tipo de contrato debe ser publicado dos veces al año.
Además, la Regla 104 (3) (c) establece de manera pertinente, que “[...]
la Secretaría General mantendrá la meta porcentual para que no disminuya a
menos de 40% [...]”. Desde el año pasado, el Comité del Personal ha solicitado en
repetidas ocasiones la publicación de la lista de elegibilidad y la puesta
en marcha del proceso de concursos para contratos continuos. En respuesta
al comunicado mas reciente, enviado al Departamento de Recursos Humanos
(DHR) el 28 de enero de 2014, el Departamento de Recursos Humanos informó
al Comité del Personal que la lista se estaba preparando de acuerdo a lo
establecido por la Regla 104 de Personal. Originalmente, la lista que iba a presentar el Departamento de
Recursos Humanos incluía sólo aquellos funcionarios elegibles hasta
octubre de 2013. Sin embargo, a petición de la Asociación del Personal la
lista fue actualizada aún más para incluir a todas las personas que
obtuvieron este derecho hasta el 31 de enero de
2014. La
oportunidad de obtener un contrato continuo es un derecho que corresponde
a aquellos empleados financiados por el Fondo Regular. Por lo tanto, de
manera respetuosa, el Comité del Personal le hace un llamado a la
Administración para que adopte las medidas necesarias para abrir el
proceso de contrato continuo lo más rápido posible. De la misma manera,
una vez que este proceso se haya abierto, el Comité del Personal insta a
todos los funcionarios con este derecho a aprovechar la oportunidad de
obtener un contrato que les brinde más seguridad con la SG /
