la aprobación del incremento de la cuota al Fondo Regular
en la Comisión General y el texto completo del proyecto de
resolución aprobado en la cuarta sesión plenaria de la
Asamblea General celebrada el 8 de junio de
2010 (AG/CG/doc.8/10).

programa-presupuesto de la organización 2011 (AG/doc.

La Comisión consideró este proyecto de
resolución en su segunda y tercera sesión de trabajo.
Durante la segunda sesión de trabajo de la
Comisión General, el presidente solicitó hacer una
presentación sobre el estado de este proyecto al Embajador,
Virgilio Alcántara, Presidente de la
Subcomisión de Asuntos Administrativos
y Presupuestarios de la Comisión Preparatoria de la
Asamblea General sobre el financiamiento del
programa-presupuesto de la Organización para 2011.
En su oportunidad el Embajador Alcántara
explicó que la Subcomisión no alcanzó el consenso en
relación a dos puntos:
-
El tema del techo presupuestario.
-
El ingreso por concepto de cuotas para el
año 2011.
Adicionalmente, explicó que el tema del
techo presupuestario había sido considerado en el diálogo
de cancilleres, pero que no existen instrucciones precisas
todavía. Por lo tanto, solicitó postergar el tratamiento
de este tema para la sesión del día de mañana.
La Presidencia accedió a la
solicitud del Embajador Alcántara y propuso continuar el
tratamiento del tema en la tercera sesión de trabajo de la
Comisión General.
Durante la tercera sesión de
trabajo de la Comisión el Embajador Virgilio Alcántara
explicó el acuerdo alcanzado en el diálogo privado el cual
resolvió aumentar el ingreso por concepto de cuotas de los
Estados miembros en un 3%, lo cual se traducirá en ingresos
de $ 80.950.800, y por lo tanto, un techo de $ 85.350.800,
cerca de cuatro millones por debajo del presupuesto del
2010. En este contexto, propuso enmendar el párrafo
resolutivo segundo para que se incluyeran la cifras
indicadas más arriba.
El techo presupuestario fue
aprobado por aclamación durante la tercera sesión de
trabajo de la Comisión General.

LA ASAMBLEA GENERAL,
VISTOS:
El Informe Anual del Consejo Permanente a la
Asamblea General (AG/doc.5111/10);
El informe
del Presidente de la Subcomisión de Asuntos Administrativos
y Presupuestarios de la Comisión Preparatoria de la
Asamblea General sobre el financiamiento del
programa-presupuesto de la Organización para 2011 (AG/CP/doc.359/10);
El informe
anual de la Junta de Auditores Externos (CP/doc.4488/10)
presentado al Consejo Permanente el 6 de mayo de 2010;
El informe presentado el 6 de mayo de 2010 por
el Secretario General al Consejo Permanente sobre
la
situación financiera de la Organización con miras al
programa-presupuesto para el año 2011
(CP/doc.4491/10);
y
El informe presentado en junio de 2006 por el
Secretario General a la Asamblea General sobre
la
situación financiera de la Organización (AG/doc.4628/06),
así como la presentación que realizó el Secretario General
en noviembre del 2008 ante la Comisión de Asuntos
Administrativos y Presupuestarios (CP/CAAP-2974/08);
CONSIDERANDO:
Que
derechos humanos, democracia y gobernabilidad, desarrollo
integral y seguridad multidimensional son pilares de la
Organización;
Que la
Asamblea General, en su trigésimo cuarto período
extraordinario de sesiones, mediante la resolución AG/RES.
1 (XXXIV-E/07), aprobó la metodología para el cálculo de la
escala de cuotas para el financiamiento del Fondo Regular
de la Organización;
Que la Asamblea General, por medio de la
resolución AG/RES. 1 (XXXVIII-E/09), encomendó al
Secretario General que
efectúe
consultas con los Estados miembros con miras a elaborar un
programa-presupuesto para el año 2011 que sea compatible
con
los
mandatos y pilares de la Organización, así como con
las capacidades de su financiación;
Que la
Asamblea General, mediante la
resolución
AG/RES. 1 (XXXVIII-E/09), encomendó a la Secretaría General
que presente a la
Comisión
Preparatoria un proyecto de programa-presupuesto para el
año 2011 con un nivel global presupuestario de acuerdo con
las consultas realizadas con los Estados miembros;
Que la
Asamblea General estableció en la resolución
AG/RES. 1
(XXXVIII-E/09) que los
gastos
totales para el rubro de personal no deberán exceder el
64,38% de la cifra indicativa para el programa-presupuesto
del Fondo Regular para 2011, incluyendo cualquier
incremento reglamentario que sea necesario;
Que es
necesario establecer el
nivel
global presupuestario y las fuentes de financiamiento
para el programa-presupuesto
del año 2011 que será considerado y aprobado por la
Asamblea General a más tardar el 30 de septiembre de 2010;
y
Que, de
conformidad con los artículos 54 y 55 de la Carta de la
OEA, la Asamblea General aprueba el programa-presupuesto de
la Organización y establece las bases para fijar la cuota
con que debe contribuir cada uno de los gobiernos al
sostenimiento de la Organización, tomando en cuenta la
capacidad de pago de los respectivos países y la
determinación de éstos de contribuir en forma equitativa; y
Que el
Consejo permanente, por medio de la resolución
CP/RES.
968 (1742/10) del 3 de marzo de 2010,
convocó a
un período extraordinario de sesiones de la Asamblea
General a más tardar el 30 de septiembre de 2010 a fin de
considerar y aprobar el programa-presupuesto 2011,
RESUELVE:
1.
Fijar
las
cuotas con las que los Estados miembros financiarán el
Fondo Regular de la Organización para 2011, de conformidad
con la metodología adoptada mediante la resolución AG/RES.
1 (XXXIV-E/07) y la decisión del 19 de enero de 1955 (doc.
C-i-269) sobre reembolso de impuestos sobre la renta,
utilizando la escala y las cantidades que figuran en la
Tabla A, “Asignación de cuotas al Fondo Regular para 2011”.
2.
Establecer el nivel global
presupuestario del programa-presupuesto del Fondo Regular
para
2011 en US$85.350.800,
y financiarlo de la siguiente manera:
a.
Contribuciones de los Estados miembros de US$80.950.800,
por concepto de pagos de cuotas al Fondo Regular, asignadas
de conformidad con la metodología para el cálculo de la
escala de cuotas adoptada mediante la resolución AG/RES. 1
(XXXIV-E/07);
b.
Contribución de US$564.000 del FEMCIDI al Fondo Regular por
dirección técnica y apoyo administrativo, de conformidad
con el artículo 80 de las Normas Generales para el
Funcionamiento de la Secretaría General, la cual, de
acuerdo con el Estatuto del FEMCIDI, será de hasta el 15
por ciento del monto neto aprobado en 2010 para la
ejecución en 2011;
c.
Ingresos de US$2.500.000 por dirección técnica y apoyo
administrativo de los fondos fiduciarios y específicos; y
d.
Otros ingresos de US$1.336.000 por concepto de intereses,
alquileres y amortizaciones, entre otros.

Financing of the 2011 Program-Budget of the Organization
For
the information of the staff of the General Secretariat,
attached is a portion of the text from the Report of the
Rapporteur of the General Commission (AG/CG/doc.7/10 rev.1,
corr.1), referring to the approval of the increase of the
quotas to the Regular Fund by the General Commission, and
the complete text of the draft resolution adopted at the
fourth plenary session of the General Assembly held on June
8, 2010(AG/CG/doc.8/10).
REPORT
OF THE RAPPORTEUR OF THE GENERAL COMMITTEE

at the fourth plenary session, held on June 8, 2010)

Financing of the 2011 Program-Budget of the
Organization (AG/doc.5104/10)
The Committee considered the draft resolution at its second
and third working meetings.
During the second working meeting of the General Committee,
the Chair asked Ambassador Virgilio Alcántara, Chair of the
Subcommittee on Administrative and Budgetary Matters of the
Preparatory Committee of the General Assembly, to make a
presentation on the status of this draft on the financing
of the 2011 program-budget of the Organization.
In his presentation, Ambassador Alcántara explained that
the Subcommittee did not reach consensus on two points:
• The issue of the budget ceiling.
•
Income from quota contributions for 2011.
He also explained that the issue of the budget ceiling had
been considered during the dialogue of the Ministers of
Foreign Affairs, but that there were yet to be any precise
instructions. He therefore requested that discussion of
this issue be postponed to the meeting tomorrow.
The Chair acceded to Ambassador Alcántara’s request and
proposed that the issue be discussed further at the third
working meeting of the General Committee.
During the third working meeting of the Committee,
Ambassador Virgilio Alcántara described the agreement
reached in the private dialogue whereby it was decided to
increase member state quota income by 3 percent. That
would result in income of $80,950,800 and therefore a
ceiling of $85,350,800, approximately 4 million dollars
below the 2010 budget. Accordingly, he proposed amending
operative paragraph 2 to include the aforementioned
figures.
The budget ceiling was approved by acclamation during the
third working meeting of the General Committee.

FINANCING
OF THE 2011 PROGRAM-BUDGET OF THE ORGANIZATION

by the General Committee at its third meeting of June 8,

THE GENERAL ASSEMBLY,
HAVING
SEEN:
The annual report of the Permanent Council to
the General Assembly (AG/doc.5111/10);
The report
of the Chair of the Subcommittee on Administrative and
Budgetary Matters of the Preparatory Committee of the
General Assembly on the financing of the program-budget of
the Organization for 2011 (AG/CP/doc.359/10);
The annual report of the Board of External
Auditors (CP/doc.4488/10), presented to the Permanent
Council on May 6, 2010;
The report presented on May 6, 2010, by the
Secretary General to the Permanent Council on the financial
situation of the Organization, with a view to the 2011
program-budget (CP/doc.4491/10); and
The report presented in June 2006 by the
Secretary General to the General Assembly on the financial
situation of the Organization (AG/doc.4628/06); as well as
the presentation by the Secretary General in November 2008
to the Committee on Administrative and Budgetary Affairs (CP/CAAP-2974/08);
CONSIDERING:
That human
rights, democracy and good governance, integral development,
and multidimensional security are pillars of the
organization;
That, at
its thirty-fourth special session, the General Assembly,
through resolution AG/RES. 1 (XXXIV-E/07), approved the
methodology for calculating the scale of quota assessments
to finance the Regular Fund of the Organization;
That the General Assembly, through resolution
AG/RES. 1 (XXXVIII-E/09), instructed the Secretary General
to consult with member states with a view to preparing a
program-budget for 2011 that was commensurate with the
mandates and pillars of the Organization, as well as the
possibilities of financing it;
That the
General Assembly, through resolution AG/RES. 1 (XXXVIII-E/09),
instructed the General Secretariat to submit to the
Preparatory Committee a proposed program-budget for the
year 2011 with an overall budget level in keeping with the
consultations held by the Secretary General with the member
states;
That, in
resolution AG/RES. 1 (XXXVIII-E/09), the General Assembly
established that the total expenditure on personnel should
not exceed 64.38 percent of the indicative figure for the
2011 Regular Fund program-budget, including any statutory
increases that might be required;
That it is
necessary to establish the overall budget level and the
sources of financing for the 2011 program-budget to be
considered and approved by the General Assembly by
September 30, 2010;
That, in
accordance with Articles 54 and 55 of the OAS Charter, the
General Assembly approves the program-budget of the
Organization and establishes the basis for setting the
quota that each government is to contribute to the
maintenance of the Organization, taking into account the
ability to pay of the respective countries and their
determination to contribute in an equitable manner;
That, in
resolution CP/RES. 968 (1742/10), of March 3, 2010, the
Permanent Council convened a special session of the General
Assembly to consider and approve the 2011 program-budget by
September 30, 2010
RESOLVES:
1.
To
set the quotas with which the member states will finance
the Regular Fund of the Organization for the year 2011, in
accordance with the methodology adopted through resolution
AG/RES. 1 (XXXIV-E/07) and the decision of January 19, 1955
(doc. C-i-269) on income tax reimbursements, using the
scale and amounts shown in Table A, “Regular Fund Quota
Assessments for 2011.”
2.
To
establish the overall budget level of the Regular Fund
program-budget for 2011 at US$85,350,800, and to finance it
as follows:
a.
Contributions of member states in the form of Regular Fund
quota payments of US$80,950,800, apportioned according to
the methodology for calculating the scale of quota
assessments adopted in resolution AG/RES. 1 (XXXIV-E/07);
b.
FEMCIDI contribution of US$564,000 to the Regular Fund for
technical supervision and administrative support, in
keeping with Article 80 of the General Standards, which,
according to the FEMCIDI Statutes, shall be up to 15
percent of the net amount approved in 2010 for execution in
2011;
c.
Income of US$2,500,000 for technical supervision and
administrative support from trust and specific funds; and
d.
Other income of US$1,336,000, including, inter alia,
interest, rents, and repayments.
