REMARKS BY THE PRESIDENT OF THE STAFF ASSOCIATION
DURING THE STAFF AWARDS CEREMONY

My dear colleagues

I am happy to be with you today to deliver a brief message from the Staff Association.

We are meeting in a room that has welcomed highly distinguished figures from the countries of the Hemisphere. Here we have been visited by presidents, prime ministers, representatives of the agencies of the inter-American system, and intellectuals of great renown.  Today, this room opens its doors to those who contribute more than anyone to this Organization: its own staff. 

Mr. Secretary General: the mandates assigned to us by the political bodies, the activities and programs we carry out throughout the Hemisphere, and the implementation of your own vision are only possible thanks to the drive, effort, enthusiasm, and sacrifice of our personnel, some of whom have even risked their lives to serve the Organization. 

The staff of this Organization, regardless of the kind of position or contract they hold, are the most important asset we have.  I refer to the hundreds of CPRs, career staff, and those with short or long-term contracts, who lend a specific identity to our daily endeavors, a special stamp which distinguishes our family from other similar organizations. 

Despite the difficult years we have endured, the uncertainties, budget crises that seemed interminable, and three secretaries general within two years, our personnel have remained steadfast, always willing to lend a hand, and showing loyalty to the Organization, its objectives, and its mission. 

We thank you for paying tribute to our colleagues who have served so many years, those accompanying us today and those in the national offices who, unfortunately, cannot be here to enjoy this ceremony. To them we convey a very special greeting. For the first time, the Staff Association has defrayed the travel expenses of one staff member in the field, Mr. Domingo Vizcaíno, who has worked for the past 35 years in our office in the Dominican Republic. 

Mr. Secretary General, almost one year after your arrival, we wish to report that we are pleased at the progress we have made in areas of great importance to the staff, such as maintenance of parity with the United Nations system; the restoration of a qualified career service, the implementation of the mechanism against harassment in the work place; and the possibility of establishing a childcare center for our employees.  Much remains to be done, but we rest assured that in the time we have left we will continue our dialogue and that these proposals will become a reality. 

We are grateful for the trust placed in us and we hope to continue our cooperation during your term.   Many thanks to you all.

DURANTE LA CEREMONIA DE ENTREGA DE PREMIOS

Mis queridos colegas 

Es motivo de gran alegría estar aquí con ustedes y transmitirles un breve mensaje de la Asociación de Personal.

Nos encontramos reunidos en un Salón que recibió a importantísimas personalidades de los países del hemisferio, aquí nos visitaron presidentes, primeros ministros, representantes de organismos del sistema interamericano, e intelectuales de gran renombre.  Hoy, este Salón abre sus puertas a quienes aportan más que nadie a esta Organización: sus propios empleados. 

Señor Secretario General, los mandatos que recibimos de los cuerpos políticos, las actividades y programas que llevamos a cabo en todo el hemisferio, y la implementación de su propia visión, son todos posibles gracias al empeño, esfuerzo, entusiasmo y sacrificio de nuestros empleados algunos de los cuales hasta han puesto en riesgo sus propias vidas para servir a la organización. 

Son los funcionarios de esta organización, indistintamente de su forma de contratación, el activo más importante que tenemos.  Son los cientos de CPR’s, el personal de carrera, y contratados a corto y largo plazo quienes dan identidad a nuestro quehacer, un sello particular que distingue a nuestra familia de otros organismos similares. 

A pesar de los años difíciles que hemos vivido, de la incertidumbre, de las crisis presupuestarias que parecían nunca terminar y del cambio de tres secretarios generales en un período de dos años,  nuestro personal se ha mantenido firme, siempre dispuesto a colaborar, mostrando lealtad a la organización, a sus objetivos y su misión. 

Agradecemos a usted el honrar a nuestros colegas que han servido por tantos años, a los que hoy están acompañándonos, y a quienes se encuentran en las oficinas nacionales y desafortunadamente no tienen posibilidad de disfrutar de esta ceremonia. A ellos un saludo muy especial.  Por primera vez la Asociación ha sufragado el costo del traslado de un funcionario del campo, el señor Domingo Vizcaíno, quien hace 35 años presta servicios en nuestra oficina en la República Dominicana.  

Señor Secretario General, a casi un año de su llegada, informamos que estamos complacidos en la forma en que hemos avanzado en temas de gran importancia para el personal como son el mantenimiento de la paridad con el sistema de Naciones Unidas, el re establecimiento de un servicio de carrera calificado, la implementación del mecanismo en contra del acoso laboral y la posibilidad de establecer una guardería infantil para nuestros empleados.  Falta mucho por hacer, pero estamos seguros que en el tiempo que nos queda seguiremos dialogando y se materializarán estas propuestas.
