Revisión y Actualización del Estatuto de la Asociación del Personal

Estimados Miembros del Personal:

Tenemos el agrado de informarles que, en seguimiento a la solicitud hecha por nuestros miembros en la última Asamblea de Personal, estamos convocando a una Asamblea Extraordinaria el día lunes 11 de mayo de 2009, de 3:00 pm a 5:00 pm en el Salón Rubén Darío, con el fin de revisar y aprobar actualizaciones al Estatuto de la Asociación del Personal. Para ello, es indispensable contar con vuestra participación, dado que, según establece el artículo 11 del Estatuto, es necesario contar con la presencia de veinticinco por ciento (25%) de los miembros de la Asociación del Personal para poder celebrar dicha reunión y votar sobre las propuestas que se presentarán. Entre los cambios más importantes, se destacan las condiciones de elegibilidad de candidatos a miembros del Comité de Personal que tendrá importantes implicancias a menos de dos meses de nuestro próximo período electoral.

El Comité también los invita a una sesión informativa sobre los cambios propuestos en el documento, la cual será realizada el miércoles, 6 de mayo de 2009 de 1:00pm a las 2:00pm en la Sala 704 del Edificio GSB.

Con el fin de darles mayores detalles sobre el trabajo celebrados a la fecha, compartimos a continuación  el ejercicio de revisión y actualización del Estatuto de la Asociación del Personal realizado por el Comité del Personal 2008-2009.

La revisión y actualización del Estatuto actual es necesaria por diversos motivos. En primer lugar, la última modificación del Estatuto se realizó en 1992; 17 años han pasado y desde entonces ha habido cambios que no se reflejan en el texto actual. En segundo lugar, existen discrepancias e incluso contradicciones entre las versiones en español e inglés del instrumento actual. Por último, el actual Comité del Personal recibió recomendaciones por parte del Comité de Nominaciones para hacer una revisión del instrumento a la brevedad posible, a fin de facilitar un proceso electoral más justo y representativo para todos los miembros.

Como recordarán, en el año 2008 el Comité del Personal 2007-2008 convocó a una Asamblea Extraordinaria a fin de modificar el artículo 31 del Estatuto relacionado con la elegibilidad de los candidatos a Miembros del Comité; y proponer una revisión más exhaustiva del texto del Estatuto. La Asamblea Extraordinaria en cuestión, realizada el 1 de julio de 2008, no obtuvo el quórum necesario para tomar una decisión y aprobar el cambio, por lo que el Comité del Personal entrante se comprometió a incluir el tema en su plan de trabajo. El resultado de este esfuerzo es el que presentamos para su consideración.

A fin de facilitar la revisión se adjuntan tres documentos: el texto bilingüe del actual Estatuto en el cual se incorporan marcas con los cambio realizados; un documento con el resumen de los cambios realizados específicamente en cada artículo; y el documento bilingüe “final” del Estatuto que recoge todos los cambios.

Review and Update of the Statutes
of the Staff Association

Dear Staff Members,

We are pleased to inform you that, in response to a request by our members at the last Staff Assembly, we are convening a Special Assembly for Monday, May 11, 2009, from 3:00 to 5:00 p.m. in the Rubén Darío Room, to review and adopt updates to the Statutes of the Staff Association.  As Article 11 of the Statutes establishes that 25 percent of the members of the Association must be present to hold this meeting and vote on the proposals presented, your participation is essential.  Among the important changes to be proposed are the criteria for eligibility to serve as a member of the Staff Committee, which will have important implications for the next regular election period less than two months away.

The Committee also invites you to attend a briefing on the proposed amendment to the Statutes, on Wednesday, May 6, 2009, from 1:00 to 2:00 p.m. in Room 704 of the GSB.

We have provided further information below on the review and updating of the Statutes of the Staff Association conducted thus far by the 2008-2009 Staff Committee.

A review and updating of the Statutes is essential for various reasons.  First, they were last amended in 1992; 17 years ago. Since then, changes have occurred that are not reflected in the current text.  Second, there are discrepancies and even contradictions between the Spanish and English versions of the present text.  And, finally, the Nominating Committee recommended to the current Staff Committee that it reviews the Statutes as soon as possible so that the election process would be fairer and more representative of all members.

As you will recall, in 2008 the 2007-2008 Staff Committee convened a Special Assembly to amend Article 31 of the Statutes, on the eligibility of candidates for the Committee, and to propose a more thorough review of the Statutes.  That Special Assembly, held on July 1, 2008, did not have the quorum needed to make decisions and approve the amendment.  Consequently, the incoming Staff Committee pledged to include the matter in its work plan.  It is the outcome of these efforts that we are presenting to you for your consideration.

To facilitate the review, three documents have been attached: the bilingual text of the current Statutes in which the changes have been indicated, a document summarizing the changes made specifically in each article, and the “final” bilingual text of the Statutes, in which all the changes have been incorporated.
