IV. DISPOSICIONES GENERALES
A. PRESUPUESTARIAS
1. Modificaciones de
personal y de estructura organizacional
a. Encomendar al
Secretario General entrante que, de conformidad con la autoridad que le
confiere el artículo 113 de la Carta de la OEA para organizar la estructura
de la Secretaría General y a fin de cumplir con el mandato de presentar al
Consejo Permanente un plan de reestructuración a más tardar el 31 de enero
de 2005:
i. tome en cuenta las
recomendaciones contenidas en el estudio de la administración, junto con el
informe del Consejo Permanente que contiene sus recomendaciones sobre el
mencionado estudio (CP/doc. ……./04), el informe y las recomendaciones del
Consejo Permanente emanados de la sesión privada a celebrarse en junio de
2004, los comentarios del Inspector General sobre el informe sobre el
estudio de la administración, así como otros documentos pertinentes sobre
la reestructuración de la Secretaría General producidos en años anteriores
por la Secretaría y otros órganos y entidades de la OEA;
ii. incluya en el plan de
reestructuración las modificaciones propuestas al programa-presupuesto que
sean necesarias para la implementación de dicho plan, para su aprobación
por el Consejo Permanente, en la medida necesaria, conforme al artículo 103
de las Normas Generales;
iii. implemente sin demora
el plan de reestructuración, luego de recibir las observaciones del Consejo
Permanente acerca del plan y sujeto a la disponibilidad de recursos
aprobados;
iv. presente informes
trimestrales al Consejo Permanente sobre el progreso en la implementación
del plan de reestructuración.
b. Encomendar al
Secretario General que el número de cargos de confianza financiados por el
Fondo Regular no exceda el 8% de los cargos financiados por ese Fondo y
prorrogar los mandatos dados al Secretario General mediante la resolución
AG/RES. 1839 (XXXI-O/01) de estudiar la política de la Secretaría General
con respecto a los cargos de confianza, con miras a reducir su número, y al
Consejo Permanente de considerar recomendaciones acerca de cualquier
modificación que resulte necesario introducir en las Normas Generales.
c. Prorrogar el mandato
dado al Consejo Permanente mediante la resolución AG/RES. 1974
(XXXIII-O/03) de aprobar un sistema para establecer y ajustar
periódicamente los sueldos de los funcionarios en los países donde las
Naciones Unidas no da a conocer las escalas de sueldos y ajustes por lugar
de destino.
d. Encomendar al
Secretario General que implemente medidas más eficaces para asegurar que la
prima de repatriación, conforme a los artículos pertinentes del Reglamento
de Personal, se pague sólo a los ex funcionarios elegibles que, al
separarse del servicio, presenten prueba satisfactoria del traslado de su
residencia principal a un lugar aprobado fuera del país de su último lugar
de destino y que informe al Consejo Permanente de esas medidas en el primer
semestre de 2005;
e. Solicitar al Secretario
General que tenga en cuenta las recomendaciones del Inspector General
(CP/CAAP- /04) de establecer, por medio del sistema de clasificación,
títulos más uniformes en la Secretaría General para funcionarios que
desempeñan funciones similares en grados similares.

Text regarding Personnel Issues
IV. GENERAL PROVISIONS
A. BUDGETARY
1. Personnel and
organizational structural modifications
To instruct the incoming
Secretary General, by the power vested in him by Article 113 of the OAS
Charter to organize the structure of the General Secretariat and pursuant
to the mandate to present a Restructuring Plan to the Permanent Council by
January 31, 2005.
(i) To take into account
the recommendations set forth in the Management Study, together with the
report of the Permanent Council containing recommendations on that study
(CP/doc.XXXX), the report and recommendations of the Permanent Council
emanating from the private meeting to be held in June 2004, the Comments
made by the Inspector General on the Management Study; as well as other
pertinent documents on the restructuring of the General Secretariat drawn
up in prior years by the Secretariat and other organs and entities of the
Organization;
(ii) To include in the
restructuring plan the proposed modifications to the program-budget
necessary for the implementation of that plan for the approval of the
Permanent Council, to the extent necessary, under Article 103 of the
General Standards;
(iii) To proceed promptly
with the implementation of the Restructuring Plan, after having received
the observations of the Permanent Council on the plan and subject to the
availability of approved resources;
(iv) To report quarterly
to the Permanent Council on the progress of implementing the Plan.
To instruct the Secretary
General that the number of trust positions funded by the Regular Fund
should not exceed eight percent of the posts financed by that Fund, and to
extend the mandates in resolution AG/RES. 1839 (XXXIO/01) for the Secretary
General to study the General Secretariat’s policies on trust positions,
with a view to reducing the number of such positions, and for the Permanent
Council to consider recommendations for any necessary modifications to the
General Standards.
To extend the Permanent
Council’s mandate under resolution AG/RES. 1974 (XXXIII-O/03), to approve a
system to establish and periodically adjust salaries of staff members in
countries where the United Nations does not circulate salary scale s or
post adjustments.
To instruct the Secretary
General to implement more effective measures to assure that the
repatriation grant, in accordance with the applicable Staff Rules, is paid
only to those eligible former staff members who, upon their separation from
service, present satisfactory evidence of the relocation of their principal
residence to an approved location outside the country of their last duty
station, and to report on those measures to the Permanent Council during
the first semester of 2005.
e. To request the
Secretary General to take into account the recommendations of the Inspector
General (CP/CAAP /04) to establish, by way of the classification system,
more uniform titles throughout the General Secretariat for staff members
performing similar functions at the similar grade levels.
