International Competition of Monographs on the Work of
Lima Barreto
The Brazilian Ministry of
Foreign Relations (Itamaraty), through its Cultural Department, announces
that the registration period will end on March 31, 2007, for those who wish
to participate in the International Competition of Monographs on the Work of
Lima Barreto, in accordance with the terms of Article 22, Item IV, of Law
no. 8,666 of June 21, 1993, as well as the conditions established in the
original Portuguese text of this Public Notice. The five best essays, to be
selected by a Committee of Judges established for that purpose, will be
awarded
the 2007 Itamaraty Brazilian Literature Prize.
CHAPTER I
Purpose
Article 1.
The aim of the Competition is to promote and publicize Brazilian literature
outside of Brazil.
Article 2.
The costs of the Competition will be covered by the budget account for
“Promotion of the Portuguese Language and Brazilian Culture Abroad,” code
no. 07.392.0682.2530.0001, expense item 339031, of the Cultural Department
of the Ministry of Foreign Relations.
Article 3.
The Committee of Judges, the composition of which will be the subject of a
ministerial directive by the Director of the Cultural Department of the
Ministry of Foreign Relations, will select the five best monographs.
Article 4.
Registration in the Competition is open to both Brazilian citizens and
foreigners who reside outside of Brazil and who are engaged in activities
related to the study of the Portuguese language and/or Brazilian culture.
Article 5.
Participation in the Competition is prohibited for members of the Committee
of Judges and their relatives, whether by blood or by marriage, in
accordance with Brazilian civil law, as is participation by civil servants
and other employees of the Brazilian Ministry of Foreign Relations.
Article 6.
Each entrant in the Competition may submit only one essay, the length of
which should be at least 30 pages and not more than 50 pages.
Article 7.
The essay must be an original work and may be written in any language, with
a translation into Portuguese. An original work means a work that has not
previously been published, whether in whole or in part, in an anthology,
collection, literary supplement, newspaper, magazine, periodical or any
other communications media.
Article 8.
No illustrations or photographs will be accepted in the body of the essay.
Article 9.
The act of completing registration for the Competition shall automatically
be deemed to
constitute the entrant’s agreement with the rules of the Competition,
including relinquishing to the Brazilian Ministry of Foreign Relations the
essay’s copyright, as well as publication rights.
Article 10.
The deadline for delivery of the essays shall be four months after the date
of the
registration deadline.
CHAPTER II
Registration
Article 11.
The registration period shall be from February 12 through March 31, 2007.
Article 12.
Candidates shall register by mail, which should be sent to any Brazilian
Consulate or Embassy in the country where the candidate resides. The date
when the envelope is received by the Consulate or Embassy will be counted as
the registration date and the envelope must be marked as follows: Concurso
Internacional de Monografias—Lima Barreto.
Article 13.
The envelope must contain the following information:

RG and CPF (Brazilian ID numbers) in the case of a Brazilian
Documentary evidence that the candidate resides outside of Brazil
Article 14.
Any registration materials that are received after the deadlines stipulated
in articles 10 and 11 shall not be accepted.
CHAPTER III
Submitting the Essays
Article 15.
The entrants registered for the Competition will have a period of up to four
months, to be counted from the last day of the registration period, in which
to deliver their essays to one of the Brazilian diplomatic or consular posts
outside of Brazil, with the date when the essay is received by that post
being counted as the essay’s submission date.
Article 16.
The Brazilian diplomatic and consular posts abroad shall be responsible for
sending the
monographs, by means of the diplomatic pouch, to the Director of the
Cultural Department of the Brazilian Ministry of Foreign Relations.
CHAPTER IV
Selection
Article 17.
The Committee of Judges shall have up to nine members, who shall include
public figures whose knowledge in the field of literature is widely
recognized, professors or literary critics, and the decisions of this
Committee shall be final, in any case.
Article 18.
The Committee of Judges shall select the essays that will receive prizes,
based on the
following criteria: originality; creativity; degree of familiarity with the
author’s work, and the essay’s critical merit.
Sole Paragraph—The
decision of the Committee of Judges is final, with no appeal being
permitted, and it also may decide not to award the prize(s).
Article 19.
The Committee of Judges shall announce the final results within three months
from the date when the monographs are received.
Article 20.
The members of the Committee of Judges shall meet to select the five best
monographs by means of secret and individual voting. The result of the
voting by the Committee of Judges shall be announced at an event to be held
specifically for that purpose, in the Federal District of Brasília, as well
as on the website of the Brazilian Ministry of Foreign Relations.
Article 21.
Any circumstance not covered by these regulations shall be decided by the
Committee of Judges.
CHAPTER V
Awarding the Prizes
Article 22.
The amounts of the prizes shall be twenty thousand dollars (US$ 20,000),
fifteen thousand dollars (US$ 15,000), ten thousand dollars (US$ 10,000),
five thousand dollars US$ 5,000) and three thousand dollars (US$ 3,000),
respectively, for those who place first, second, third, fourth and fifth, to
be paid to the winners outside of Brazil by a diplomatic or consular post in
the country where the entrant resides.
Article 23.
The five top-ranked entrants shall receive per diem and economy class
airfares to and
from Brazil to participate in an award ceremony and academic activities to
be scheduled by the Competition’s organizers.
Article 24.
In the event of a tie in the voting by the Committee of Judges, for any of
the five prizes, and if a means of breaking the tie is not achieved, the
entrants shall split the amount of the applicable prize(s), based on the
position for which they are tied.
Article 25.
The authors that receive
the prizes shall relinquish the copyrights of their essays to the
Brazilian Ministry of Foreign Relations, in accordance with the provisions
of article 111, main paragraph, of Law 8,666 of June 21, 1993.
Article 26.
The essays that receive prizes shall be published in a book to be published
by the Brazilian Ministry of Foreign Relations.
Article 27.
In exceptional circumstances, in the event of the death of an entrant during
the course of
the year when the Competition occurs, the prize may be awarded posthumously.
In that event, the delivery shall be made to the attorney legally
established for that purpose from among the legal inheritors of the
prize-winning entrant.
CHAPTER VI
Final Provisions
Article 28.
Failure to comply with any requirement of these regulations shall entail the
automatic
elimination of the essay from the Competition.
Article 29.
Participation in the Competition implies full acceptance of these rules and
regulations and failure to comply with any of them shall entail
disqualification.
Article 30.
The Committee of Judges shall have the power to settle, in good faith, any
possible questions of interpretation that may arise with regard to these
rules.
Article 31.
The legal jurisdiction of the Federal District of Brasília, Brazil, is
hereby designated to settle any issues that may arise from these rules.
